RE: The tariff classification of a nonwoven glass fiber mat from Russia

Dear Mr. Murphy:

In your letter dated November 9, 1998, on behalf of your client, Pyro Shield Inc., you requested a tariff classification ruling. A representative sample of the item was submitted with your ruling request.

The subject article, which you identified as “Silica Needled Matting” - Product Code (SNM), is a continuous filament drawn silica fiber having an average diameter of 6-12 microns. You indicated in your letter that the fiber is layered into mats and needled together to form a blanket ranging from 4mm to 25mm in thickness. The blankets will be imported on rolls 1 meter by 50 meters (average). You stated that this material will be used as insulation for industrial applications.

The applicable subheading for the glass fiber mat will be 7019.31.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for glass fibers (including glass wool) and articles thereof (for example, yarn, woven fabrics) (con.): thin sheets (voiles), webs, mats, mattresses, boards and similar nonwoven products: mats. The rate of duty will be 4.7 percent ad valorem.

Articles classifiable under subheading 7019.31.0000, HTS, which are products of Russia, are entitled to duty free treatment under the Generalized System of Preference (GSP) upon compliance will all applicable regulations.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
